I'll speak to my three amendments within the Power to modify the functions of the Forestry Commissioners.
The recent consultation on proposals to lease off around 25% of The Forestry Commission Estate revealed many concerns, but it also highlighted the importance of The Forestry Estate - not just as a possible Carbon sink and the potential for it to help with climate change. But also its function to secure timber supply for industry, and the benefits of the Estate regarding recreational sports, tourism and access, biodiversity and of course to communities who live in and around these areas - therefore the reasons behind my amendments. Really to ensure that the FC estate is valued and protected for the many benefits it provides, not just as an asset that can be cashed in nor as simply just a debateable Carbon sequestration tool. Debateable as its well known that planting in peat releases a huge amount of Carbon into the atmosphere.
I do agree that Forestry Commission could benefit from Joint Ventures, and therefore the Commission should have power to progress its functions, look at the benefits that the FC has given to tourism with the likes of the 7 Stanes mountainbiking projects in the South, Glentress itself attracting 350-400,000 visitors a year. 7 stanes would not have happened without joint co-operation from stakeholders.
Therefore due to the importance of the biodiversity of our Forests Amend. 221 would ensure that the Commissions functions or any body and person that is formed with them, whether Joint Venture or not -renewable energy projects could be an example - does take into account our biodiversity. This amendment would make that explicit.
Therefore its important that any variation of the FC's functions does take into account sustainable development - some soils are inappropriate for tree production - such as Peat based soils mentioned - and the FC also owns Peat Bogs. moorland etc - therefore there is a need preserve and improve these areas-the multi functions of the Forestry Estate have to be protected and enhanced. Which Amend. 220 would serve to do.
The Amend. 153 of course would take out the possibility of the FC to enter long term leases, which as stated has been shown to be unpopular and unlikely to deliver long term benefits. The Minister of the Environment has herself put it on the records that she will not pursue the Leasing proposals, but this amendment would ensure that that does not happen, with or without this Govt or Minister, therefore its importance.
